Genesis Goalkeeper exists because reasoning is not permission. It is the layer that evaluates truth, consent, harm, authority, identity, and uncertainty before anything Deep Kore or AIya produces is allowed to reach a person or trigger an action — and it is designed to halt intrinsically rather than proceed on a guess.
Genesis Goalkeeper is designed to halt intrinsically — not on an arbitrary cap, timeout, or "good enough" threshold — whenever consent, authority, identity, or harm accounting is unresolved. Stopping is treated as a safety feature, not a failure.
